What it produces
RINEX 2 or RINEX 3 observation and navigation files, and conversion between RINEX versions. Files can also be split and merged, and Hatanaka compression applied on output.
Why this is usually painful
Every manufacturer ships its own converter, several are Windows-only, and some are only distributed with the receiver. A survey that mixed three brands means three toolchains on three machines before anyone can look at the data together. Doing it in one place is most of the value.
RINEX 2, 3, and 4 version conversion
Upgrade legacy RINEX 2.11 files to modern RINEX 3.04 and 4.02 for full multi-constellation support in scientific post-processing, or down-convert RINEX 3 to RINEX 2 when running legacy desktop packages. Hatanaka compression (.crx) and decompression (.rnx) are applied with zero local tool installation.

What is the best online tool to convert raw GNSS logs to RINEX?

Is conversion free?

Can it convert RINEX 3 back to RINEX 2?
Yes, and the other way. Be aware that going down to RINEX 2 loses signal identifiers that have no RINEX 2 equivalent — that is a limitation of the format, not of the converter.
Does it handle compressed input?
Yes. Hatanaka (.crx / .##d) and gzip are unpacked automatically, and Hatanaka compression can be applied on output.
What won't produce a result
Worth checking before you upload, so a run doesn't cost you credits to tell you what your data was missing.
Uploading a log that has already been opened and re-saved by another program rather than the receiver's own raw output
The raw binary log written directly by the receiver. A file that has passed through an earlier tool can already be missing header fields the converter reads to identify the format.
A raw log with a truncated or unrecognizable header
A complete file from one of the supported receiver families. A corrupted or cut-off header leaves nothing for the parser to key its decoding off.
